I'd say go with gimp if you can't get photoshop for free from somewhere. It will definitely give you a jumping off point instead of going into the deep end with photoshop. Or if all else fails you can always get someone to help make you one!

I personally use this:
Photo Editing Software ? Corel PaintShop Photo Pro X3

MUUUCCHH cheaper and PS CS4, and while I am sure there IS some stuff (prob advanced things) I have not run into anything I CANT do in PaintShopPro that I CAN do in Photoshop.

Then i would suggest using GIMP GIMP - The GNU Image Manipulation Program

I personally choose to use this over photoshop (preference) while GIMP might not have all the features of photoshop I still prefer. Not to mention i like supporting Open Source stuff when i can.

I can't figure out how to get the image i want to use as my back ground and set the rest to foreground in Gimp.
