IS Boxer.

The icons are called Click Maps, which are graphical representations (you can use any graphic you have) of mapped keys.
Mapped Keys are usually hotkeys that do things, in this case enable/disable keyboard/mouse broadcasting and enable/disable mapped keys.
For the most part, mapped keys are hotkeys that send wow a keybind (for a spell or ability) or activate a macro, but they can also change your IS Boxer options such as which toon(s) receive repeater region clicks, etc.

Pwnboxer has a very similar feature, in its Dockable Clickbars.
These two are graphical representations of whatever, which when clicked act the same as if you were to have pressed a keybind.
