Default Getting back into multiboxing.. :(.

So i decided its time for me to get back into multiboxing, and i created 3 of my 4 new accounts (to go with my main account).. when i try to create the fourth i get error 203. I understand this is in place to stop bots / gold sellers, i tried to use a proxy (couldnt get it to work), so i emailed blizz.
They told me to just call, so i called, busy signal for like 30 seconds and it hangs up.
Anyone can link me to a tutorial or walk me through how to get a proxy working, or someone trustworthy can make the acc for me (the adress city zipcode etc is incorrect as is my legal name so idc) and ill just change the password? Thanks : /

Its been 12 hours. "If your not on static", do you mean if i dont have a static ip, that if i reset my router itl change my ip? Lindlind told me the only way my ip will get changed is if my isp does it, and im not sure if i have static (standard isp for this area).

Yea, your ISP's DHCP system is what assigns your IP. I did reset my router and cable modem and the DHCP still gave me the same. Not having a static IP just means your ISP can redistribute IPs as it sees fit. Which, evidently, isnt very often.
