So no one knows what's causing my stream crashes and why I can't get past 13 fps or change my output resolution?

Line 11 of your XML:

Code:
<frame_rate>20</frame_rate>
Bump that up and you should see an increase in your frames


As for your second question, line #40
Code:
<outputsize>1280x720;</outputsize>
Not sure why that's in there. Remove that line

Changed the fps to 60 and removed the line. Stream started with 11fps, crashed and came back with 10.
Edit: Is it normal that my bandwith hovers at <100-300kbps after starting out with 1000?

Your internet may be too slow. But, for me, changing to h264 was drastic, literal 10 or more fps average

Tried the h264 it's at 13 fps and crashed again. Also my Connection is at ~8.8Mbit/s upload so that shouldn't be the problem.

edit:
Made another test just now to make sure it's not low for some reason right now.

Well, Flash Media Encoder, VHScrCap, and VHCapture all have their frame rates set at 20, so id suggest increasing those next. As for the crashing issue,

what's up with the brackets? just editing out personal info like a last name?

and there isn't an /affinity 1 from what I can tell. Change that to

or

start /affinity 2 /high

Just to have the folder at the top. It's the actual name of it.

Thought I had to use 0 or 1 since I have a dual core. Changing.

edit: Without the brackets it doesn't start since the batch won't deal with the space inside a file name.
Having changed the frames to 60 everywhere it still only gives 11fps. (I'm back to vp6 for now since OP recommends it)

Also, everytime before you restart your stream you need to reset the the frame rates in the vh config

Affinity 2 is set, made sure to check vhconfig to be 60 and it still caps at 11 though it started out at 30fps and dropped quickly.
