You should be fine with those specs. I have a dual core 2.4 GHz, 2 GB RAM, and a really low-end video card on my laptop and I can dualbox fine.

Second question

Should I spend money on PC upgrades (Ram, graphics, etc.)
or
Should I spend my christmas money on One Vanilla, Two BC's, Two WotLK's, and gamecards?

i have no laptop experience with games, so I can not comment.

as for your question, you mean to upgrade a desktop computer with memory, graphics, etc? or did you want to upgrade the laptop with memory and what not?

If you want to upgrade your desktop, what do you have now?? this can make your decision easier depending on your current hardware.

Dual = Two.

Or...

Dual = Multiple.

How many accounts would you want to box at once?
The more you want to play with, the better the system has to be.
If your system can handle two accounts smoothly, and that is what you're playing...

Then the game, expansions and game cards are a better deal.
But... if your play will be choppy, then an upgrade is better.
